"The process allows highly stressed areas to rapidly break down, acting like the weakest links in the chain," said researcher Kevin Brown. "Even initially stable regions of a fault can experience runaway slip by this process if they are pushed at velocities above a key tipping point."

This drop in friction also could help faults release energy. "This may be relevant for how you get from large earthquakes to giant earthquakes," Brown said.

For instance, when it came to the magnitude 9.0 earthquake that devastated Japan in 2011, "we thought that large patches of the fault were just creeping along at a constant rate. Then, all of a sudden, they were activated and slipped to produce a mega-earthquake that produced a giant tsunami."

To learn more about these locations of weakness, the researchers conducted lab experiments mimicking earthquake processes, in which they ground rock samples in a lathe and monitored the amount of friction and heating it produced.

They discovered that at specific temperatures, "melt welts" ? points of weakness in the rock ? could indeed form, causing extreme drops in friction.

"The onset of weakening was found to be associated with formation of small but visible streaks of molten rock," said researcher Yuri Fialko, a geophysicist at Scripps.

"It was surprising because previous studies have suggested just the opposite ? namely, that the melt streaks begin to form when the sliding surface becomes stronger, rather than weaker.

German group gives Facebook privacy deadline

BERLIN (AP) ? A consumer protection group Germany has sent Facebook a 'cease and desist' letter that claims the social-networking website breaches German privacy law.

The Federation of German Consumer Organizations says Facebook has one week to stop automatically giving third party applications information about its users without their explicit consent.

The group said in a statement Monday that if Facebook fails to comply by Sept. 4 it will sue the California company.

Facebook representatives in Germany didn't immediately respond to an email requesting comment.

German privacy rules have posed a legal headache for Facebook, Google and other foreign web giants in recent years. The country has strict laws on data protection that give consumers significant rights to limit the way companies use their information.

Six people were killed and at least a dozen wounded in shootings that started Friday afternoon in Chicago and continued Saturday, police say.

The Chicago Tribune reported?that on Saturday afternoon two masked assailants?opened fire in the Chatham neighborhood on the city?s south side.

A 20-year-old man died at the scene and an 18-year-old man shot in the leg and lower arm died later at a hospital, officials said. A teen girl wounded in the shooting was in serious condition, they said.

The gunman ran off and got into a car after the shooting, police said.

About 2:30 a.m. Saturday, according to the Chicago Sun-Times, a man later identified as Stephin Wilkins was fatally wounded during a robbery in the South Side Kenwood neighborhood. Wilkins, who is in his 20s, was sitting in a vehicle with his girlfriend when two men with a handgun tried to rob them, police said. Wilkins was shot trying to fight the robbers, police said.

Late Friday night, also in the Chatham neighborhood, Phillip McCall, 34, was shot twice in the back and died later at a hospital, officials said.

Late Friday afternoon, The Associated Press reported, 17-year-old Lucian Dreux was fatally shot and a 42-year-old woman nearby was wounded in the thigh by a mountain bike rider in the city?s South Side Grand Crossing neighborhood, police said. Motives were unclear and witnesses were not cooperating.

Also late Friday afternoon, 30-year-old Noah Cruz was shot in the chest and was pronounced dead after being taken to a hospital, the AP said.

Early Saturday morning a man was shot on a South Side street by a passenger in a passing SUV; a woman and two men outside a North Side engagement party were wounded in a drive-by shooting; a man was wounded in a North Side alley; and a man in the West Side was shot by one for four assailants, all of whom fled on foot afterward.

Other shootings Friday included a South side drive-by that left a man with a head wound, an attack by a gunman that injured two 19-year-old men; and a South Side shooting that left a man and woman, both in their 30s, injured. Chicago has seen a rise in homicides this month.

Nineteen people were shot late Thursday and early Friday, NBCChicago.com reported. Thirteen of those were shot over a 30-minute period.

Sri Lanka arrests 98 Australia-bound boatpeople

Sri Lanka's navy on Saturday detained 98 would-be asylum-seekers making for Australia, an official said, the largest group since Canberra tightened restrictions on boatpeople headed to its shores.

They were travelling in two fishing trawlers along the northwestern and eastern coasts of Sri Lanka, a navy spokesman said, adding that one boat carried 77 people while the other had 21.

The detection was the biggest since Australia's parliament last week passed a law to transfer asylum-seekers arriving by boat to holding centres on Pacific islands before considering their application for refugee status.

Australian Prime Minister Julia Gillard's administration has struggled to cope with a record influx of boatpeople this year, many originally from Afghanistan, Sri Lanka, Iran and Iraq who make their way to Australia via Asia.

Sri Lankan authorities say they have arrested nearly 1,000 people who have tried to leave for Australia illegally this year.

Australia hopes the prospect of years in detention on remote Pacific islands will deter asylum-seekers from attempting the dangerous sea voyage, which has cost hundreds of lives over the past decade.

Sri Lankans pay up to $3,000 for a place on trawlers run by people smugglers who promise to take them to Australia in about two weeks.

GENEVA (AP) ? A new global fund on climate change that aims to channel $100 billion a year in aid to poor countries selected officials from South Africa and Australia as its leaders at its first meeting Thursday.

The U.N.'s Green Climate Fund ? created as part of a deal struck in December 2011 at the 194-nation climate talks in Durban, South Africa ? will be led by Zaheer Fakir, head of international relations for South Africa's environment agency, and Ewen McDonald, deputy head of Australia's international development agency, the fund said in a statement.

In what is hoped will serve as a new model of climate financing, the fund would receive and distribute $100 billion that rich nations have pledged annually by 2020 to help poorer countries adapt to changing climate conditions and to move toward low-carbon economic growth.

The commitment to provide those billions in climate aid through the new "green" fund came as part of a hard-fought agreement in Durban that was meant to set a new course for the global fight against climate change for the coming decades.

But the U.N.-brokered climate agreement did not specify how that money would be mobilized, and a series of technical decisions on how and where it should be run and even how it could raise those funds were put off for later.

Meeting in Geneva by invitation of the Swiss government, the fund's new 24-member board began by organizing itself, setting rules and hearing offers from six nations that would like to host the fund's operations: Germany, Mexico, Namibia, Poland, South Korea and Switzerland.

Swiss Cabinet member Doris Leuthard, who directs the Federal Department of the Environment, Transport, Energy and Communications, welcomed the board to Geneva for the fund's inaugural three-day meeting, which runs through Saturday. She also began pressing the Swiss case for serving as the fund's long-range hosts.

The initial meeting in Geneva was set back for months by bureaucratic delays. Advocacy groups say the U.N.-administered fund can't get going fast enough but want to ensure it remains transparent to outside observation and participation.

"The timing really couldn't be more urgent. In the U.S. alone, we've heard all these stories about droughts and massive crop damage and rampant wildfires this summer with concerns over rising food prices," said Brandon Wu, a senior policy analyst at ActionAid USA. "A lot of scientists have linked the summer's weather trends to climate change, and it's only going to get worse by the end of the century. The effects are even more severe in developing countries, where vulnerable smallholder farmers don't have the protection of things that we have here like crop insurance and social safety nets."

The fund was created in addition to the $30 billion in "fast-track financing" for poor countries that rich nations agreed to provide at the December 2009 climate talks in Copenhagen. The Green Climate Fund is envisioned as the world's biggest financier for helping the developing world mitigate and adapt to climate change from 2020 onward.

The board's members include a Chinese assistant finance minister, a U.S. deputy assistant treasury secretary, a Russian deputy chief in the president's office, a Danish central banker, a Czech deputy finance minister, a Bangladeshi environment minister, and a Pakistani U.N. ambassador.

Dayton asks Small Business Adminstration to help flood-damaged ...

Gov. Mark Dayton is trying again with the feds to provide disaster aid following the June 20 floods in Duluth and nearby communities.

FEMA agreed early on to pay some public infrastructure costs, but it denied individual assistance for individuals and businesses affected by the flooding, saying the damage was not of the "severity and magnitude" required for the aid.

Now Dayton has sent a letter to the Small Business Administration, asking it to provide aid to businesses in Carlton, Pine, and St. Louis counties, and to the Fond du Lac Band of Lake Superior Chippewa.

Wrote Dayton in the request:

"I certify that at least 25 homes or businesses, or a combination thereof, within the Counties of Carlton, Pine, and St. Louis, and the Fond du Lac Band of Lake Superior Chippewa, have sustained uninsured losses of 40 percent or more of the estimated fair replacement value or pre-disaster fair market value of the damaged property, whichever is lower. Therefore, I request a US Small Business Administration Disaster Declaration for the State of Minnesota in the Counties of Carlton, Pine, and St. Louis, and for the Fond du Lac Band of Lake Superior Chippewa, which is located in the Counties of Carleton and St. Louis. I further request that SBA disaster loans be offered to eligible individuals and businesses in the contiguous counties."

A special legislative session is also planned for later this month to send state disaster aid to the flood-affected areas.

Rower finishes 1,500-mile trip for charity despite sexual assault

On Tuesday, Jenn Gibbons finished her 1,500 mile row around the perimeter of Lake Michigan, despite being sexually assaulted earlier in her two-month-long journey. She undertook the long row to raise money for her non-profit, Recovery on Water (ROW), a rowing team made up of breast cancer survivors, which promotes exercise as a way of preventing a cancer recurrence. [Full disclosure: Jenn was a coach for my high school crew team, and I volunteered for ROW.]

On July 22, the 27-year-old said she was sleeping alone in her boat in an isolated area of the Lake, when a man crept on board and sexually assaulted her. After contacting the police, Gibbons received extra support to ensure her safety in remote areas and forged ahead with her trip, which helped raise $113,000 for her charity.

Yahoo News caught up with Gibbons on the phone about her social media presence, how she's coping with the assault and how silence can be painful.

You lived very openly through your blog, your Facebook profile, and your Twitter account. Some believe posting your whereabouts may have had something to do with your assault. Are you more wary of that kind of sharing, now?

Gibbons: Whether I was using social media or not, I would have met good and bad people. And the good experiences so outweigh the bad. The same day I was assaulted, a breast cancer survivor found me online and visited me to talk, because she was about to go back into treatment. I'm not afraid to share, and I still will.

After you were assaulted, did you change your social networking behavior?

Gibbons: Yeah, we removed information from the website about where I'd be. Not because I was afraid, but because the police thought it was a good idea.

Have you received any notable support?

Gibbons: A lot of survivors of breast cancer or sexual assault---or both, unfortunately---did contact me. People I knew but didn't know had been assaulted, and total strangers, contacted me. There are certain parallels between the experiences of survivors and victims.

I feel like I've been asked the same questions, and given the same answers, to reporters. This is something I haven't really talked about.

Right after it happened, I didn't do anything or call the police, not anybody, for half an hour. I thought that I'd be getting up in an hour anyway, and maybe I could just get up and row and continue and tell nobody. But that silence was so painful. Once I called the police, I immediately felt better. And once I began to receive all this support, I knew I'd made the right decision to talk. Because it's better that this be a part of me, and people know, than this be a part of me, and have nobody know.

In that vein, are you considering any sort of joint advocacy?

Gibbons: I feel like I need to figure out who to talk to about it myself first, and time to heal. But once I do, I do want to speak out since I have support and a voice. I've received support from people in my life who I didn't know were victims. By sharing, I hope to give them hope.

What really got me was when I saw my story on the front page of RedEye [a free Chicago daily]. I'd been on national news, and been covered by other media, but that's when it really hit me that everybody I knew would know this about me.

It is all-grain brewing in a bag, in a pot, on your stove. It's very practical when you're making small batches. Which is where the Brooklyn BrewShop's Beer Making Book comes in. All of the recipes are one gallon affairs. I love that! We're talking about 10 bottles. Perfect for someone who likes to brew new and different types of beers. Seriously folks, I am not even going to tell you how many home brews I have in my crawlspace that I will probably never drink, remains of amateur 5 gallon brewing sessions. The beer pictured above I made in January 2012. While brewing, I had some "problems" and spilled a bit of the wort on the floor instead the fermenting container. I just topped it off with some filtered water ended up with about 8 bottles of "small" beer (i.e., low alcohol). And you know what? It was great! This is a really nice book for the home brewer especially since there doesn't seem to be a whole lot of exotic malts and many of the recipes use only two varieties of hops. The Everyday IPA pictured above used American 2-row, Caramel, Victory and Munich malts and Columbus and Cascade hops. Pretty simple. JOLIET, Ill. (AP) ? A judge said Thursday that he believed Drew Peterson could receive a fair trial in his murder case, but not before chiding prosecutors for entering inadmissible evidence and criticizing them in front of jurors.

Testimony resumed with several paramedics and a locksmith shortly after the resolution of the in-court legal drama, which came close to ending the high-profile trial before it had barely begun.

Peterson, 58, is charged with first-degree murder in the 2004 death of his third wife, Kathleen Savio, whose body was found in a dry bathtub. He also is a suspect in the 2007 disappearance of his fourth wife, Stacy Peterson, but has never been charged in her case.

Judge Edward Burmila on Thursday morning instructed jurors about the testimony that prompted the impasse the day before ? a witness who told them that he found a bullet in his driveway and believed Peterson put it there to intimidate him.

In unusually blunt judicial language, he told the jurors that a prosecutor had asked a question Wednesday "she knew would elicit an inadmissible response" from the witness, Thomas Pontarelli, a former neighbor of Savio's.

Peterson's attorneys seemed pleased by the judge's rebuke.

"It says they did something they shouldn't do ... and got spanked," Steve Greenberg said to reporters later.

At the end of the day, Will County State's Attorney James Glasgow denied that the near-mistrial made his office look bad.

"The reputation of our office, I'll put against any state's attorney's office in the state of Illinois," he said. Later in the day, he also told reporters the Peterson case is uniquely complex and that the judge is right to be cautious.

The saga has been beset by problems from the outset, starting with a botched initial investigation that left prosecutors with no physical evidence. Savio's cause of death wasn't reclassified from an accident to a homicide until her body was exhumed in 2007.

Prosecutors have also been forced to rely heavily on normally prohibited hearsay, making it, in Glasgow's own words Thursday, the first case of its kind in Illinois.

The lack of evidence, Peterson's attorneys argued, is why prosecutors knowingly tried to get inadmissible evidence before the jury. The effort to work in testimony that Peterson was feared by neighbors, they say, is a backhanded way of trying to prove he committed murder.

With Thursday morning's drama concluded, paramedics took the stand over the next several hours to testify about being called to Savio's house on the night her body was found ? on March 1, 2004.

Prosecutors, who contend Peterson staged the scene in the bathroom to make it look like an accidental death, walked paramedic Louis Oleszkiewicz through what he saw that night.

"This towel ? right there ? was not there that evening," he said, as he looked at a photograph of the bathroom taken by investigators after paramedics left. Prosecutors have suggested Peterson put the towel there to make it look like Savio had been taking a bath.

A locksmith who opened the door of Savio's home that night at Drew Peterson's request also took the stand.

Robert Akin, Jr., said he left the scene after he heard a scream ? which was the sound of a neighbor who had just discovered Savio's body inside.

"I got the heck out of Dodge," he said, his language prompting laughter in court. "I just sorta figured ? it wasn't good. ... You don't want the locksmith around, trust me."

Peterson, who was a police officer in the Chicago suburb of Bolingbrook, has pleaded not guilty. He also has said he wasn't responsible for his fourth wife's disappearance.

At the end of Thursday, defense attorneys ? all in sunglasses ? exuded confidence as they faced TV cameras and spoke about their battle with the prosecutors.

"They haven't laid a glove on us yet," said lead defense attorney Joel Brodsky.
