Did U.S. Special Forces Commit Atrocities in a Key Afghan Province?

A cold wind blew through the bomb-shattered windows of the provincial governor?s offices, wetting with snow the woolen shawls and eyelashes of the men packed into the meeting room. Around 200 elders from some of the most embattled districts of Afghanistan?s strategic Wardak Province had gathered there to show their support for Afghan President Hamid Karzai?s decree earlier this week that NATO Special Forces must halt operations in the province.

Tightly wedged into the snowy room, they shouted chants against the U.S. Special Forces. In the center of the villagers a young man carried pictures of a university student recently found dead under a bridge in the province and of nine men who had disappeared?and whom they believe were unjustly detained by the commandos. The anger and frustration was palpable?but less obvious were details on the implementation of Karzai?s order, and exactly which units were being accused of the abuses and what had specifically happened to the men in the pictures.

What is known, through all of the confusion, is that Kabul has put yet another NATO commanding general on his back foot, that the move?if implemented?could?jeopardize security in nearby Kabul, that Afghans are sharply divided on the value of the Special Forces, and that the decree brings into question America?s strategic plans for counterterrorism operations here after conventional troops leave by the end of 2014.

Although the recent death of the student and the disappearance of the nine men finally triggered the Karzai government to act, Afghans in the province have lodged numerous complaints in the past. ?We have received more than 500 complaints from people, by telephone and by people coming in to the provincial governor?s office,? Mohammed Rafiq Wardak, head of the Provincial Council, tells TIME.

In a statement from Karzai?s National Security Council, the government said that, ?It became clear that armed individuals named as U.S. special force stationed in Wardak province engage in harassing, annoying, torturing and even murdering innocent people. A recent example in the province is an incident in which nine people were disappeared in an operation by this suspicious force and in a separate incident a student was taken away at night from his home, whose tortured body with throat cut was found two days laterunder a bridge. However, Americans reject having conducted any such operation and any involvement of their special force.?

The council stated that the Ministry of Defense would be responsible for ensuring that U.S. Special Forces are ?out of the province within two weeks,? that Afghan forces would be responsible for ?effectively stopping and bringing to justice any groups that enter peoples? homes in the name of Special Forces? and that NATO would have to stop all its Special Forces operations in Wardak immediately.

In a hurriedly convened press conference after the meeting, government spokesman Aimal Faizi clarified that it was not specifically US Special Forces, saying that, ?There are some individuals, some Afghans, who are working within these cells, within these [U.S.] Special Forces groups? in Wardak province. ?But they are part of U.S. special forces according to our sources and according to our local officials working in the province,? he said.

The U.S. and NATO have denied any wrongdoing. NATO officials on Monday said they had found ?no evidence connecting U.S. troops to allegations of abuse, torture, harassment and murder of innocent Afghans in the region,? while on Tuesday Pentagon Press Secretary George Little said that a joint commission made up of Afghan and NATO officials would be formed to review Kabul?s accusations.

?It is very difficult to get beyond the level of rumor on this stuff. There?s enough smoke so that it looks like there certainly must be some fire. But the U.S. government has been anything but forthcoming,? says Heather Barr, Afghanistan Researcher for Human Rights Watch. ?What the government seems to be alleging is that these are forces under U.S. government control. The Afghan government seems to think that they are under the Special Operations Command,? says Barr. ?So, it?s very difficult to untangle, but this is certainly not the first time that there?s been evidence that these kinds of forces are operating. Forces that are, in a sense, vigilante forces assembled by the U.S. And since there is so little transparency it is very difficult to know even which part of the U.S. government would be involved: whether these are a child of special operations forces, or whether potentially there is a situation where they are operating without the knowledge of the U.S. military and are supported by the CIA, for example.?

And the shadowy nature of the situation may only be a herald of more to come. ?It?s pretty much inevitable that, as we move towards the 2014 deadline and the drawdown of conventional forces, rather than actually seeing a disengagement from Afghanistan by the international military forces, by the U.S. military, what we are actually going to see is the conflict here sort of change from being a conventional conflict to being an unconventional conflict,? says Barr. ?Meaning that the U.S. will be replacing their soldiers with drones, CIA and contractors. What all of this adds up to, obviously, is a serious drop off in transparency and accountability. And this [incident] is kind of an example of that. Is this group really operating? Was it set up by the U.S. government? Was it funded by the U.S. government? If so, is it under military control? It?s very, very hard to imagine that were really going to get clear answers to those questions. And that may well be part of a situation of a total lack of transparency that seems likely to come up more and more in the years ahead.?

The decree may shed light on the government?s stance toward future counterterrorism operations on its territory after 2014, but with so many uncertainties remaining, the order may prove to be an instance of Karzai forcing General Joseph F. Dunford Jr., the new commander of U.S. and NATO forces in Afghanistan, into a weaker role, rather than any indication of a future path. ?The style in which Karzai has decided to deal with the issue, which has taken the form of a public shaming of NATO, fits in with the way that that relationship has been going in the last year or two. But I don?t think that that is necessarily a reason to discount the possibility that this violence really has happened,? says Barr.

Afghans, too, are worried about the situation ? though for different reasons, reasons that could have an impact on security in Kabul, come the summer fighting season. In an upstairs room of the provincial governor?s offices, elders had gathered from Chak, one of the embattled districts who had mobilized to support Karzai?s decree. Holding forth over the rest of the elders, Senator Samir Shirzada, had a warning for NATO. ?The Special Forces in Chak district are causing a lot of insecurity. They are causing problems for the people. In the winter there is no insurgency in our area. The insurgents go back to Pakistan or Iran or wherever they come from. But the Special Forces in the winter still arrest people,? says Shirzada. ?They cause problems for the families and so the young men go and join the insurgency. Because the Special Forces disturb the people, this causes the people to join the insurgency. They are killing people, they are arresting people, and so the family members get angry and they go and join the insurgents.?

Yet some Afghans disagree with Karzai?s decree and with Senator Shirzada?s analysis. ?Most of the time when we work together with the Special Forces, we do not arrest anyone without evidence, without any reports,? says Lt. Mashouq of the Afghan National Army, who, like many Afghans goes by only one name. ?Most of the time, people make problems for themselves by keeping in touch with insurgents, and then, when we arrest them, they say they are innocent. I think the presence of Special Forces is very important for us in Wardak because the Afghan army and other Afghan security forces are not that well equipped. If the Special Forces leave the province tomorrow, Nerkh, where I am right now, will fall the next day to the Taliban. We need the support of the Special Forces in Wardak,? says Lt. Mashouq.

If Lt. Mashouq?s analysis proves correct, Kabul could be in trouble. ?First, Wardak is only 25 km from Kabul. If there is security in Wardak, then there will be security in Kabul. If Wardak is not secure, then Kabul will not be secure. Secondly, parts of Wardak province are very mountainous and there are many infiltration routes for insurgents to use and there are no Afghan army or police in these places. The Taliban are in power in many of these areas, so it would be easy for insurgents to attack Kabul.? With Afghan forces spread thin and special operations forces possibly on their way out, Kabul could be more threatened than it has been in more than a year.

In the end, regardless of who has been carrying out these attacks, the people of Wardak feel a lack of justice. In the jostling crowd one man reaches out to us and tells us that he too has lost family. In a quiet office upstairs with plastic sheets flapping in the place of windows, Sher Mohammed tells us that his 23-year-old son, Sayeed Mohammad, was riding his motorcycle home after visiting relatives in Nerkh, when he was taken from the road in broad daylight. He has been missing for three months.

?I have been to every prison, to every lockup, asking about him. No one has any information. No one can help me,? says Sher Mohammad. ?If he was guilty, he should be in prison ? I?m not trying to get him out if he is guilty. But just tell me where he is. If he is not guilty and he is missing, the security forces are responsible. They should give me his dead body or tell me where he is, if he is alive.? Before tears welled in his old man?s eyes and he choked up and could not speak any further, he adds, ?For three months I have been looking for my son. There is no justice.?

Stocks edge higher in early trading

Stocks edged higher in early trading on Wall Street, boosted by gains for discount retailers, after Dollar Tree posted strong earnings.

The Dow Jones industrial average rose 30 points, or 0.2 percent, to 13,929. The Standard and Poor's 500 gained 3 points, or 0.2 percent, to 1,500. The Nasdaq composite fell seven points, or 0.2 percent, to 3,136.

Discount retailer Dollar Tree Inc. rose $4.50 to $45.57 after it said its net income increased nearly 22 percent in the fiscal fourth quarter as consumers spent more at its stores. Dollar General and Family Dollar Stores also advanced.

Orders for U.S. factory goods that signal business investment plans jumped last month by the most in more than a year, suggesting that companies are confident about their business prospects.

The Commerce Department said orders for so-called core capital goods, which include machinery, equipment and software, rose 6.3 percent in January from December. However, a sharp drop in demand for commercial aircraft caused overall durable goods orders to drop 5.2 percent, the first decline since August.

Stocks bounced back Tuesday after logging heavy losses at the start of the week.

Both the Dow and the S&P logged their biggest losses in more than three months Monday on concern about Europe after elections in Italy left the country with political gridlock.

The yield on the 10-year Treasury note, which moves inversely to its price, fell 2 basis points to 1.86 percent.

Among other stocks making big moves;

? Priceline.com, a Travel website operator, gained $26.45 to $704.60 after it said late Tuesday that its net income jumped in the fourth quarter as bookings grew.

? First Solar plunged $4.31 to $27.02 after the company posted disappointing sales for the fourth-quarter and offered a weak early outlook for the year.

    Connecting the (quantum) dots: First viable high-speed quantum computer moves closer

    Feb. 26, 2013 ? Recent research offers a new spin on using nanoscale semiconductor structures to build faster computers and electronics. Literally.

    University of Pittsburgh and Delft University of Technology researchers reveal in the Feb. 17 online issue of Nature Nanotechnology a new method that better preserves the units necessary to power lightning-fast electronics, known as qubits (pronounced CUE-bits). Hole spins, rather than electron spins, can keep quantum bits in the same physical state up to 10 times longer than before, the report finds.

    "Previously, our group and others have used electron spins, but the problem was that they interacted with spins of nuclei, and therefore it was difficult to preserve the alignment and control of electron spins," said Sergey Frolov, assistant professor in the Department of Physics and Astronomy within Pitt's Kenneth P. Dietrich School of Arts and Sciences, who did the work as a postdoctoral fellow at Delft University of Technology in the Netherlands.

    Whereas normal computing bits hold mathematical values of zero or one, quantum bits live in a hazy superposition of both states. It is this quality, said Frolov, which allows them to perform multiple calculations at once, offering exponential speed over classical computers. However, maintaining the qubit's state long enough to perform computation remains a long-standing challenge for physicists.

    "To create a viable quantum computer, the demonstration of long-lived quantum bits, or qubits, is necessary," said Frolov. "With our work, we have gotten one step closer."

    The holes within hole spins, Frolov explained, are literally empty spaces left when electrons are taken out. Using extremely thin filaments called InSb (indium antimonide) nanowires, the researchers created a transistor-like device that could transform the electrons into holes. They then precisely placed one hole in a nanoscale box called "a quantum dot" and controlled the spin of that hole using electric fields. This approach -- featuring nanoscale size and a higher density of devices on an electronic chip -- is far more advantageous than magnetic control, which has been typically employed until now, said Frolov.

    "Our research shows that holes, or empty spaces, can make better spin qubits than electrons for future quantum computers."

    "Spins are the smallest magnets in our universe. Our vision for a quantum computer is to connect thousands of spins, and now we know how to control a single spin," said Frolov. "In the future, we'd like to scale up this concept to include multiple qubits."

    (AP) ? Indiana center Roy Hibbert was ejected and four other players received technical fouls after a skirmish between the Pacers and Golden State Warriors spilled into the seats behind the baseline.

    Powers to offer Iran sanctions relief at nuclear talks

    ALMATY (Reuters) - World powers are expected to offer Iran limited sanctions relief on Tuesday if it agrees to halt its most sensitive nuclear work, in a new attempt to resolve a dispute that threatens to trigger another war in the Middle East.

    In their first meeting in eight months - time that Iran has used to expand atomic activity that the West suspects is aimed at developing a bomb capability - the powers hope Iran will engage in serious talks on finding a diplomatic solution.

    But with the Islamic Republic's political elite pre-occupied with worsening internal infighting ahead of a June presidential election, few believe the meeting Tuesday and Wednesday in the Kazakh city of Almaty will yield an immediate breakthrough.

    At best, diplomats and analysts say, Iran will take the joint offer from the United States, Russia, France, Germany, Britain and China seriously and agree to hold further talks soon on how to implement practical steps to ease the tension.

    "What we would like to see tomorrow is a recognition by our Iranian colleagues that our offer is a serious one ... but it is not the final act in the play," said one diplomat participating in the talks. "I wouldn't predict a decisive breakthrough."

    Iran is showing no sign, however, of backing down over a nuclear program it says is for entirely peaceful energy purposes. The program has drawn tough Western sanctions that have greatly reduced its oil exports, an economic lifeline.

    A U.N. nuclear watchdog report last week said Iran was for the first time installing advanced centrifuges that would allow it to significantly speed up its enrichment of uranium, which can have both civilian and military purposes.

    Western officials say the powers' offer - an updated version of one rejected by Iran in the last meeting in June - would include an easing of sanctions of trade in gold and other precious metals if Tehran closes its Fordow enrichment plant.

    The stakes are high. Israel, assumed to be the only nuclear-armed power in the Middle East, has hinted strongly at possible military action to prevent its foe from obtaining such arms. Iran has threatened to retaliate hard if attacked.

    The formal talks are due to start in Almaty at 0730 GMT (2:30 a.m. EST).

    UNDERGROUND ENRICHMENT

    "The window for a diplomatic solution simply cannot by definition remain open forever. But it is open today. It is open now," U.S. Secretary of State John Kerry told a news conference in London this week.

    "There is still time but there is only time if Iran makes the decision to come to the table and negotiate in good faith."

    Western officials acknowledge an easing of U.S. and European sanctions on trade in gold represents a relatively modest step. But it could be used as part of barter transactions that might allow Iran to circumvent tight financial sanctions.

    Iran so far appears to be showing little interest. Its Foreign Ministry spokesman last week dismissed the reported incentive as insufficient and a senior Iranian lawmaker has ruled out closing Fordow, located close to the holy city of Qom.

    Fordow, buried deep underground to better protect it against enemy attacks, is at the heart of the international community's concerns over Iran's nuclear program as it is where it refines its higher-grade uranium.

    Iran says it enriches uranium to a fissile concentration of 20 percent to make fuel for a medical research reactor in the capital Tehran. But it also represents most of the work required to reach weapons-grade material of 90 percent.

    Tehran denies Western allegations that it is seeking to develop the capability to make nuclear bombs, saying it only wants to fuel a planned network of atomic energy plants. It wants sanctions eased and recognition of what it sees as its right to refine uranium for peaceful purposes.

    A U.S. official said the powers hoped that the Almaty meeting would lead to follow-up talks, either at a political or technical level, before Iran's New Year celebrations in late March.

    "We are ready to step up the pace of our meetings and our discussions," the official said, adding the United States was also ready to hold bilateral talks if Iran was serious about it.

    'Argo,' Lawrence win on slow Oscar night

    Ben Affleck's revenge? Maybe. Despite the "Argo" director's much-talked-about snub on the best director nomination list, his film took home the best picture Oscar Sunday night, the final award of an evening that seemed even more ploddingly paced than usual.

    Affleck seemed genuinely thrilled and touched as he speed-shouted out his thanks, including expressing gratitude to Canada, a near-necessity after that country's ambassador said he felt his nation's contributions to the 1980 rescue depicted in the film were underplayed.

    The Ben Affleck-directed film "Argo," Jennifer Lawrence and Daniel Day-Lewis were major winners at Sunday night's Oscars.

    "I was here 15 years ago and I had no idea what I was doing," Affleck said, referring to his 1997 original screenplay Oscar win for "Good Will Hunting." "I never thought I'd be back here."

    In a surprise twist, the win for "Argo" was read not by presenter Jack Nicholson, but by first lady Michelle Obama, via a live satellite presentation from the White House.

    Obama praised the importance of the arts in the lives of young people, saying "every day, through engagement in the arts, our children learn to open their imaginations, to dream just a little bigger and to strive every day to reach those dreams."

    "Argo" beat out eight other best-picture contenders, including Steven Spielberg's "Lincoln," which was expected by many to dominate the night. But helped in part by publicity from the Affleck snub, "Argo" came on strong and by Oscar night, was considered by many to be a best-picture favorite.

    "Lincoln" didn't follow through on its early best picture hopes, but for months, star Daniel Day-Lewis had been the overwhelming favorite. He didn't disappoint -- he took home his third best actor Oscar, making him the first actor to claim three wins in that category. He was quick to joke with presenter Meryl Streep, saying, "before we agreed to a straight swap, I had been commissioned to play Margaret Thatcher." Streep won an Oscar for playing Thatcher in "The Iron Lady" in 2011.

    Jennifer Lawrence surprised many by claiming the best actress honor for her role in "Silver Linings Playbook," then surprised them again by tripping as she walked up to accept the award. She put her hands down on the stairs leading to the stage, steadied herself, and continued on to the microphone.

    "You guys are just standing up because you feel bad that I fell," Lawrence said, looking out at the standing ovation that greeted her.

    Christoph Waltz won the night's first statuette, for "Django Unchained," 15 minutes into the show, kicking off a long slog of musical numbers and minor awards until Anne Hathaway's ?best supporting actress award an hour and a half later.

    In his speech, Waltz gave special thanks to Quentin Tarantino, the film's director, saying "you climbed the mountain ... because you were not afraid."

    Hathaway won as expected for her role as the desperate prostitute Fantine in the big-screen version of "Les Miserables," a part her own mother once played on a national tour.

    "It came true," Hathaway said while holding her trophy. She closed her speech with the hope that in the future, "the misfortunes of Fantine will be found only in stories and never again in real life."

    The best director category became controversial back when the nominees were announced, with Affleck and "Zero Dark Thirty" director Kathryn Bigelow left off the list. Many awards-watchers felt Steven Spielberg would claim the honor for "Lincoln," but it was Taiwanese director Ang Lee who won the Oscar for his work on "Life of Pi."

    "Family Guy" host Seth MacFarlane began the show with a lengthy song, dance and humor segment that included an appearance by William Shatner, appearing as "Star Trek's" Captain Kirk, and chastising MacFarlane for a supposed poor performance that Kirk came back from the future to correct.

    MacFarlane's humor is often risque, and a few lines from his opening segment and throughout the show earned gasps from the audience. He joked that "Django Unchained's" near-constant use of the n-word was because the film was "loosely based on Mel Gibson's voicemails."

    Later in the show, MacFarlane complimented Daniel Day-Lewis' performance in "Lincoln," and said that "the actor who really got inside Lincoln's head was John Wilkes Booth." The reference to Lincoln's assassin didn't go over well, leaving MacFarlane to crack, "Really? 150 years and it's still too soon?"

    The show's theme was?music in film, which was spotlighted in numerous segments.

    The always-popular "In Memoriam" montage showing photos of those in the industry who died in the past year ended with an image of Marvin Hamlisch. As his image scrolled away, Barbra Streisand strolled on stage to sing Hamlisch's "The Way We Were," which won the best original song Oscar in 1973.

    A montage of dramatic scenes from James Bond films was shown to celebrate that film franchise's 50th anniversary, with Bond girl Halle Berry introducing the footage. Singer Shirley Bassey, who sang three of the Bond theme songs, sang "Goldfinger" as part of the tribute.

    It was a timely nod, because later in the show, singer Adele and co-writer Paul Epworth won the Oscar for best original song for "Skyfall," the theme to the latest Bond film.

    A tribute to movie musicals featured Catherine Zeta-Jones singing "All That Jazz" from "Chicago," and Jennifer Hudson bringing down the house with "And I Am Telling You I'm Not Going" from "Dreamgirls." Hugh Jackman, Anne Hathaway, Eddie Redmayne, Amanda Seyfried, Samantha Barks, Russell Crowe and other cast members from "Les Miserables" capped off the performances with a medley from their musical.

    Both screenplay awards went to best picture nominees. Quentin Tarantino won the original screenplay award for "Django Unchained," the slavery drama that had already won Waltz his supporting-actor honor. Praising the strong work of current screenwriters, including his competition, Tarantino announced, "This will be the writer's year!"

    "Argo," adapted from an article in Wired magazine,?won the award for best adapted screenplay, with writer Chris Terrio dedicating the honor to CIA employee Tony Mendez, who was instrumental in the 1980 rescue of American embassy employees from Iran that forms the center of the film.

    "33 years ago, Tony, using nothing but his creativity and his intelligence ... got six people out of a bad situation," Terrio said.

    The best sound editing award ended in an Oscar rarity ? a tie. Presenter Mark Wahlberg announced the Academy had come to a split decision, and gave the award to both "Zero Dark Thirty" and "Skyfall."

    "Life of Pi" won the most Oscars of the night. In addition to Lee's best director honor, the film claimed awards for cinematography, original score and visual effects. The winners of the visual effects award were cut off by the ominous theme from "Jaws" as their speech ran over ? a musical choice that was revisited later when?"Searching for Sugar Man," a documentary about little-known American singer Rodriguez and his unexpected popularity in South Africa, won the Oscar for best documentary feature and the film's director began to ramble.

    "Brave," the story of a Scottish princess who battled to establish an adult relationship with her mother the queen, won the Oscar for best animated feature. "Paperman" won the award for best animated short.

    "Anna Karenina" won for best costume direction, and "Les Miserables" for makeup and hair.

    "Curfew" won the award for live-action short film, and "Inocente" for documentary short subject.

    "Les Miserables" won the Oscar for best sound mixing.

    "Lincoln" won for production design.

    Austria's "Amour," which was also nominated for best picture, won the award for best foreign-language film. The film, set in France, stars French actress Emmanuelle Riva, who turned 86 on Oscar night and was a best actress nominee.

    The Clinton Central School District, like many around the state, relies on tax dollars.

    Of its $23.1 million budget, about $13.7 million, nearly 60 percent, is raised through school taxes.

    But when the majority of the larger-value properties are tax exempt, it can cause a problem that?s out of the district?s control.

    ?We?re all part of the same community, but it does add a wrinkle to the equation,? district Superintendent Matthew Reilly said.

    The majority of the district?s taxes come from the town of Kirkland, which had 3,509 parcels on its 2012 tax rolls, 4 percent of which, or 155, are wholly tax exempt, according to county records.

    That means only about $322 million of the town?s $457.6 million total assessed value is taxable.

    It can create problems for school districts because it?s a smaller tax base, said David Albert, director of communications and research for the New York State School Boards Association.

    Having a smaller tax base does not bode well for districts, especially when costs are rising and the amount that can be raised by taxes is restricted by the 2 percent state-mandated property tax cap.

    ?It places more of a burden on existing taxpayers who have to kind of make up for those existing properties,? Albert said.

    School districts are the largest users of property tax, according to the state Department of Taxation and Finance.

    Tax exemptions include nonprofits, hospitals, universities, school and government property, as well as some senior citizens who are STAR exempt from school taxes, said department spokesman Geoff Gloak.

    In the Clinton district, exempt properties include Hamilton College and Lutheran Care.

    ?These are significant properties,? Reilly said. ?It certainly would change our profile if some of these properties, like those in so many small towns, were taxable properties.?

    Hamilton College, however, does provide a donation to the district each year.

    ?We?re very appreciative of the help that we get,? Reilly said.

    In Utica, the school district expects to collect $29.5 million in tax revenue for the 2012-13 school year ? making up about 21 percent of its budget, said Maureen Albanese, district business official.

    The assessed value of properties in Utica is $1.7 billion, however, only about $1.1 billion is taxable, according to the Assessor?s Office. The total value of the city?s tax-exempt properties is $534 million.

    ?If those properties were not tax exempt they would be paying us probably millions of dollars,? Albanese said.

    If exempt properties, or those of higher value, were added to the tax rolls, it would spread out the taxes over a greater base, so it could result in lowering taxes for others, Albert said.

    ?It really is a problem for many districts and one that?s not easily solved,? Albert said.

    Dean Baker: Macho Men, Social Security, and the Chained CPI

    In societies across the globe, men demonstrate their manhood in different ways. There are many wonderful tracts on the topic. However, in the culture of Washington, D.C., the best way to demonstrate your manhood is to express your willingness to cut Medicare and Social Security. There is no better way to be admitted into the club of the Very Serious People.

    This is the reason that we saw White House spokesman Jay Carney tell a press conference last week that Barack Obama is a macho man. He told the reporters that President Obama is still willing to cut Social Security benefits by using the Chained CPI as the basis for the annual cost-of-living adjustment (COLA). This willingness to cut the benefits of retirees establishes President Obama as a serious person in elite Washington circles.

    While most of the D.C. insiders probably don't understand the Chained CPI, everyone else should recognize that this technical fix amounts to a serious cut in benefits. It reduces benefits compared with the current schedule by 0.3 percent annually. This adds up over time. After someone has been getting benefits for 10 years, the cut in annual benefits is 3 percent. After 20 years, people would be seeing a benefit that is 6 percent lower, and after 30 years their benefit would be reduced by 9 percent. (AARP has a nice calculator that shows how much retirees can expect to lose from the Chained CPI.)

    We can debate whether the Chained CPI benefit cut should be viewed as "large," but there is no debate that Chained CPI cut is a bigger hit to the typical retiree than the ending of the Bush tax cuts were to the typical high-end earner. Social Security provides more than half of the income for almost 70 percent of retirees. This means that the 3 percent cut in Social Security benefits amounts to a reduction in their income of more than 1.5 percent.

    By contrast, if a wealthy couple has an income of $500,000 a year. As a result of President Obama's tax increases, they would be paying an addition 3 percentage points in taxes, or $3,000, on the income above $400,000. That comes to just 0.6 percent of their income.

    If the proponents of using the Chained CPI to cut Social Security want to claim that this cut is not a big deal then they must also believe that the tax increases on the wealthy were not a big deal. That's what the arithmetic says and there is no way around it.

    The other fact that there is no way around is that they cannot claim that the cut is based on a desire to have a more accurate COLA. There are reasons for claiming that the Chained CPI provides a better measure of inflation for the population as a whole. But we know that the elderly have different consumption patterns from the overall population. Specifically, they consume more health care and housing and fewer new cars and computers.

    The Bureau of Labor Statistics (BLS) has an experimental elderly index that shows the current CPI actually understates the inflation rate experienced by the elderly. BLS also has done research that shows that the impact of substitution, the key issue with the chained CPI, varies for different demographic groups. This could mean, for example, that many people may have large opportunities to substitute to goods whose prices are rising more slowly. However, the elderly with a consumption basket that disproportionately consists of housing and medical expenses may have fewer opportunities for such substitutions.

    While this research, as well as the experimental elderly index, is far from conclusive, there is an obvious solution to anyone genuinely concerned about accuracy: have BLS construct a full elderly index. But talk of a full elderly CPI is strictly verboten among the macho men in Washington, D.C. They want to cut Social Security, and they don't have time for no stinkin' research.

    So there we have it, a Democratic president in the White House, along with the many of the top Democrats in Congress, who is willing to give seniors a larger hit to their income than he is to the income of the wealthy. It sure makes you admire their toughness.

    Then we don't have to speculate on whether the CPI or Chained CPI is an accurate measure of their inflation rate.

    It?s official:?Samsung (005930) has confirmed that the company will debut its flagship smartphone next month in the United States. Earlier reports claimed Samsung would launch the Galaxy S IV on March 14th in New York City. On Monday, the company?s mobile boss J.K. Shin revealed during a press conference at Mobile World Congress that the Galaxy S IV will be unveiled at Radio City Music Hall on?March 14th.

    The Galaxy S IV is expected to be equipped with a 4.99-inch full HD 1080p display, a?1.9GHz Snapdragon 600 processor and a 13-megapixel rear camera.     Britain's most senior Roman Catholic cleric resigns

    LONDON (Reuters) - Britain's most senior Roman Catholic cleric resigned on Monday the day after he rejected allegations that he had behaved in an "inappropriate" way with other priests.

    "The Holy Father has now decided that my resignation will take effect today, 25 February 2013," Cardinal Keith O'Brien, who had been expected to take part in the conclave to choose the next pope, said in a statement.

    O'Brien, who is known for outspoken views on homosexuality, had been reported to the Vatican over allegations of inappropriate behavior stretching back 30 years, according to the Observer newspaper.

    O'Brien, the archbishop of St. Andrews and Edinburgh, had rejected the claims.

    Sandy Koufax welcomed back to spring training

    GLENDALE, Ariz. (AP) ? Sandy Koufax hadn't worn a major league uniform for more than two decades until the Dodgers got him back in blue this spring.

    The beloved left-hander is in camp with Los Angeles as a special instructor, doling out advice and experience to young players who haven't forgotten his singular achievements during an all-too-brief career.

    During a rare interview, the 77-year-old Koufax says he doesn't know why so many people think he's reclusive and shy. He's grateful simply to talk pitching with the Dodgers, saying it might be the only thing he's ever been good at.

    Manager Don Mattingly says the three-time Cy Young Award winner is just one of the guys during spring, although he read a list of Koufax's accomplishments to the team just to make sure everybody knew.

    Oscar Pistorius gets bail as murder trial looms

    PRETORIA, South Africa (AP) ? Oscar Pistorius walked out of court Friday ? free at least for now ? after a South African magistrate released him on bail, capping four days of often startling testimony that foreshadowed a dramatic trial in the Valentine's Day slaying of his girlfriend.

    But as he was driven away, chased by photographers and cameramen, questions continued to hound the double-amputee Olympian about what actually happened the night he gunned down Reeva Steenkamp inside a locked bathroom in his home.

    Pistorius is charged with premeditated murder, and even Chief Magistrate Desmond Nair expressed doubts about his story that he mistook the 29-year-old model for an intruder and fired out of fear.

    "Why would (Pistorius) venture further into danger" by going into the bathroom at all, Nair asked.

    Cries of "Yes!" went up from Pistorius' supporters when Nair announced his decision to a packed courtroom after a nearly two-hour explanation of the ruling.

    Nair set bail at 1 million rand ($113,000), with $11,300 in cash up front and proof that the rest is available. The 26-year-old track star was also ordered to hand over his passports, turn in any guns he owns and keep away from his upscale home in a gated community in Pretoria, which is now a crime scene.

    He cannot leave the district of Pretoria without his probation officer's permission and is not allowed to consume drugs or alcohol, the magistrate said. His next court appearance was set for June 4.

    Earlier, Pistorius alternately wept and appeared solemn and composed, especially as Nair criticized police procedures in the case and as a judgment in the track star's favor appeared imminent. He showed no reaction as he was granted bail.

    Pistorius left the courthouse in a silver Land Rover just over an hour after the bail conditions were set. The vehicle, tailed by motorcycles carrying television cameramen, later pulled into the home of Pistorius' uncle.

    "We are relieved at the fact that Oscar got bail today, but at the same time we are in mourning for the death of Reeva, with her family," said Pistorius' uncle, Arnold Pistorius. "As a family, we know Oscar's version of what happened on that tragic night and we know that that is the truth and that will prevail in the coming court case."

    Dozens of journalists and international and local television crews had converged on the red-brick courthouse to hear the decision ? a sign of the global fascination with a case involving a once-inspirational athlete and his beautiful girlfriend, a law school graduate and budding reality TV show contestant.

    Nair said Pistorius' sworn statement, an unusual written account of what happened during the pre-dawn hours of Feb. 14, had helped his application for bail.

    "I come to the conclusion that the accused has made a case to be released on bail," Nair said.

    Pistorius said he shot Steenkamp accidentally, believing she was an intruder in his house. He described "a sense of terror rushing over" him and feeling vulnerable because he stood only on his stumps before opening fire.

    Prosecutors say he intended to kill Steenkamp as she cowered in fear behind the locked bathroom door after a loud argument between the two.

    Yet despite poking holes in Pistorius' version of events and bringing up incidents they say highlight his temper, the state's case started to unravel during testimony by the lead investigator, Detective Warrant Officer Hilton Botha.

    Botha, who faces seven charges of attempted murder in an unrelated incident, was removed from the case Thursday. His replacement, the nation's top detective, Vinesh Moonoo, stopped by the hearing briefly Friday.

    While Nair leveled harsh criticism at Botha for "errors" and "blunders," he said one man does not represent an investigation and that the state could not be expected to put all "the pieces of the puzzle" together in such a short time.

    The prosecution accepted the judge's decision without protest. "We're still confident in our case," prosecution spokesman Medupe Simasiku said.

    Pistorius faced the sternest bail requirements in South Africa because of the seriousness of the charge, which carries a life sentence if convicted. His defense attorneys had to prove that he would not flee the country, would not interfere with witnesses or the case, and his release would not cause public unrest.

    Nair questioned whether Pistorius would be a flight risk when he stood to lose a fortune in cash, cars, property and other assets. Nair also said that while it had been shown that Pistorius had aggressive tendencies, he did not have a prior record of offenses for violent acts.

    Anticipating the shape of the state's case at trial, he said he had serious questions about Pistorius' account: Why didn't he try to locate his girlfriend if he feared an intruder was in the house? Why didn't he try to determine who was in the bathroom before opening fire? And why did he venture into perceived "danger" in the bathroom when he could have taken other steps to ensure his safety?

    "There are improbabilities which need to be explored," Nair said, adding that Pistorius could clarify these matters by testifying under oath at trial.

    Sharon Steenkamp, Reeva's cousin, said the model's family would not be watching the bail decision and had not been following the hearing.

    "It doesn't make any difference to the fact that we are without Reeva," she told The Associated Press.

    Before the hearing, Pistorius' longtime coach, Ampie Louw, said he hoped to put the runner back into his training routine if he got bail.

    "The sooner he can start working the better," said Louw, who persuaded the double-amputee to take up track as a teenager a decade ago. But he acknowledged Pistorius could be "heartbroken" and unwilling to immediately pull on the carbon-fiber running blades that earned him the nickname "Blade Runner."
